Hastings man launches recall effort

A rural Hastings man is spearheading an effort to recall Adams County Treasurer Julia Moeller.
Marvin “Butch” Hughes said Friday that he’s not comfortable with attempting to recall an elected official, but that citizens’ faith in county officials needs to be restored.
“We just have to reinvigorate the confidence we have in our elected officials,” he said.
Moeller, 66, of 1003 N. Burlington Ave. and her 41-year-old daughter, Michelan Parr of 803 E. Fifth St., were arrested Sept. 30 on charges of tax evasion, official misconduct in office and abuse of public records.
Moeller has served as county treasurer since 1981 and was last elected in 2006. Parr has worked in the treasurer’s office for a number of years.
Adams County Attorney Donna Fegler Daiss has determined that there are only a few specific ways Moeller can be removed from office as she is an elected official. Those ways are through her own resignation, a recall election or if she is convicted of a felony.
Hughes described the atmosphere in the county courthouse as subdued. He said the county employees appear to be quiet and reserved in their comments to the public.
“It’s not the normal, cheery place,” he said. “The people are all very careful about what they say and who they say it to. It’s really unfortunate.”
